A SetTopBox (short STB) is an add-on box to your TV that which makes it possible to receive Digital Television. Usually this SetTopBox implements many nice features like an Electronic Program Guide (EPG), Recording and/or Streaming facilities, Time Shifting etc.
For PCs several free software projects implement a "full-featured" STB, some examples are VDR, MythTV, KaxTV.
For embdedded devices like the dbox2 or the Dreambox projects like Enigma and Neutrino provide a free software.
