[linux-dvb] Video block vs. picture start

It would appear that there is still a problem with video blocks
not starting at a picture border when recording from a CA channel.

I have just done a recording from Premiere with the latest CVS driver
and VDR 0.80pre4 and got a file that hat things like

   30647 22 slice 72 77 9D 54 2A B6 90 67 97 74 2A 97 3C A7 55 D6 0B 72 BD 55
   30720 E0 video 2042 07 FA 80 00 00 D5 54 9A 01 8D 90 36 9D 44 B3 CA 87 50 CA 4F
   30918 23 slice 6A EA 01 54 93 26 85 54 D3 B4 36 2E E8 55 BC 93 26 85 54 83
   31136 24 slice 72 77 AA 85 62 D2 61 2E EB BC BB A1 D7 7D 37 15 15 4A 67 07
   31297 00 picture_header - temporal_reference: 1 picture_coding_type: 3
   31306 B5 extension_start
   31315 B2 user_data_start
   31333 01 slice 4A EF 3E E8 55 8C AE 74 E2 37 EA AA AA 45 50 55 3E F5 DF 3A

As can be seen there is a picture header that starts without a new video
block. Ralph recently made a change that was supposed to fix this, but maybe
this only worked for FTA channels?
