if you have 2 cards, a small case with riser or a minitower and no good airflow, (imho) you will need fan or something else
i had good results with slot fan, reduced to 7V (12V as + and 5V as ground)
now i have placed heatpipes an my cards to get rid of the fans (lot of mechanical work and heattransfer glue needed)
