I'm no Diseqc-Freak, but I think the command has 4 HEX-pairs instead of
three.
And what's that "0" for?

Try something like:

S19.2E  11700 V  9750  W5 [XX XX XX XX]
S19.2E  99999 V 10600 W5 [XX XX XX XX]
S19.2E  11700 H  9750  W5 [XX XX XX XX]
S19.2E  99999 H 10600 W5 [XX XX XX XX]

S13E     11700 V  9750  W5 [XX XX XX XX]
S13E     99999 V 10600 W5 [XX XX XX XX]
S13E     11700 H  9750  W5 [XX XX XX XX]
S13E     99999 H 10600 W5 [XX XX XX XX]

Maybe you have to add or increase (additional) waits or repeat the
diseqc-commands in case your other diseqc-equipment swallows them.
