See http://www.lirc.org. All it takes is an infared emitter diode and a resistor.

I believe some DVB cards have IR receivers that come with their CAM adapters - which
you probably won't be utilizing, however. Again, LIRC is your friend.

From VDR's point of view it doesn't matter. The question is which one
will allow you to receive the most usefuly FTA channels.

I guess a combination of MPEG2 encoder and DXR3 card should do. VDR is based upon
MPEG2.
