This sort of thing is pretty straightforward with the ffserver as part 
of the ffmpeg package. Specifically, there's a 'streaming plugin' for 
the (in)famous VDR to allow the current channel (or another channel) to 
be sent to the ffserver, and from there sent on to whoever asks for it 
:)
