Who told you that? Don't believe them! :-)

I think sound drivers are available, and should be good enough with the
EPIA-M. The lower cost EPIA sound is not very good (always upsamples
to 48Khz I think, although that should not be an issue with DVB) but is
supported. The hardware MPEG decoder on the EPIA-M is not supported, but
most C3 CPUs are good enough to do MPEG-2 decoding in software.

Well, Alan Cox uses those boards, and the X11 driver for the EPIA-M video
is in the current Xfree86 CVS, so it should be safe. There's also an
independent ProSavage (the video chip used on the EPIA-M) source driver
around.

Note DVB may be an issue for low-power, eg a budget DVB-S card did not
work for me with the small Cubid ITX box because of the PSU. The hauppauge
nova probably uses 10-20W (nominally the LNB supply is 18V @ 500ma which
is already 9W) which is a lot for a small 60W PSU if you factor in
various inefficiencies (like converting voltages up and down several
times with linear regulators). The DVB card may use more power than
the motherboard...
