Yes, it is the same, but you need to flip the bits and there
are some more headers.
The format is described in ETSI EN 300 472, "Specification for
conveying ITU-R System B Teletext in DVB bitstreams".
Teletext in general is described in ETSI EN 300 706,
"Enhanced Teletext specification".
There are of course some more specifications and recomendations
that may be of interrest depending on what you want to do.

You can also check the (osd-)teletext and ttxtsubs plugins
for VDR or dvbtools dvbtext program for example code.
