That's something I've been wondering about for some time. If you look here:

http://www.grundig.de/nim/index.html

You'll see that Grundig is offering several flavors of their NIMs - "Full
Band", "Full Band Pal Plus" and "Full Band UHF only". So there _are_
apparently Grundig NIMs available which can receive VHF channels. The
question is if TechnoTrend indeed only utilized the UHF-only versions, or
if they maybe (accidentally?) used a full band model on some cards...

The reason for you reception problems might not necessarily be that your
NIM does not support it. It could also be that the PLL needs to be
programmed differently (especially the output port pins, which
traditionally serve as the band selection), or that the LSI demodulator has
not been programmed properly for 7MHz bandwidth. Since apparently everyone
thought the card could not do VHF/7MHz anyway, maybe the frontend module
does not even attempt to program the NIM for VHF/7MHz...?
