actually /dev/ttyS0 is COM1

linux/Documentation/devices.txt says somewhere:

  4 char        TTY devices
                 64 = /dev/ttyS0        First UART serial port
                    ...
                255 = /dev/ttyS191      192nd UART serial port

and your COM ports are labeled rhe right way, your receiver is now at
COM2 (/dev/ttyS1), and you configured the LIRC for it.
