I use a 850 MHz Celeron. If I could find a slower one (500 MHz) or could
reduce the clock speed the fan probably can removed all together. We
have similar systems running as X-Terminal which run fine without fan.

With one DVB card it does not get very warm here.

I didn't measure the power here, but your PIII is certainly an overkill
and can be replaced with the slowest Celeron you can find today.
