Can you replay a recording done with VDR 1.3.18 with VDR 1.3.20?

Hmmm ... the format of the PS1 PES headers and the order of
AC3 frames in the PES payload could be a problem for the 
cDolbyRepacker.  IMHO two samples, one wth DD5.1 and one with
DD2.0, done with VDR 1.3.18 are required to analyze the problem.
