Try:

- disconnecting all other wires from the TV (speakers, etc), so that only
the power cord is connected. Do you still have power on the shielding?

- unplug the power plug, turn it by 180 degrees and plug it in again (i.e.
change the polarity). Do you still have power on the shielding now?
