I've also done this but for greater response I thought to post it here also. I tried to get the card working on a windows machine just now and this test failed so I probably would return the card because of a tuner defect.

You should probably be posting on the linux-dvb mailing list instead as this is very clearly a driver problem and not the fault of vdr.
