i found a solution, i extended the patch of the pin plugin with an new status function:
virtual void UserAction(const eKeys key, const cOsdObject* Interact){} // report user action
I don't know if this is the best way but it works for me. Mabe it's helpful for other plugins too.

As far as I'm aware you cannot detect this at this level.
Well, VDR itself uses EITScanner.UsesDevice(this) in cDvbDevice::SetChannelDevice() to detect this case. However, I won't guarantee that this will still be available in future VDR version, because I don't like this...
