With 1.5.16 with DVB-S2 patch under BBC 1 Cl I got :
grep "BBC 1 C" -5 /media/video0/epg.data
So the †BBC News‡ aren't well recognized, they are displayed as square. I do use en_GB.UTF-8 as locale.

So apparently these *are* 0x86 and 0x87.
Please try removing the line
|| (*from == 0x86 || *from == 0x87)
from libsi/si.c (should be line 418). It may take a while before the EPG data is updated, so at first you may still see the old version.
Please report if this causes any unexpected side effects.
