I'd like to propose a tiny patch that won't hurt (I think), which makes the ExchangeChars(...) function available outside recording.c.
I have worked on a patch in the vdr-burn-0.0.6h plugin where I'd need this function for generating the name of the folder where an authored DVD structure would be moved for subsequent "manual" burning outside of VDR.
