use adapter_nr option for fixing device number.
like mine:
cat /etc/modprobe.d/dvb.conf options dvb-usb-dib0700 adapter_nr=0 options dvb-usb-tbsqboxs2 adapter_nr=1 options dvb-usb-ttusb2 adapter_nr=2
lsmod |grep dvb_ <-- to get used modules for your DVB devices...
