In my opinion you can set up a system with a small boot time with any distribution. So I would take a distribution you are familiar with and optimize it. For Debian you can take a look at [1][2].
As Scott wrote, coreboot would be nice to have too. And last but not least the boot partition should be located on a SSD drive, if I remember correctly.
Good luck with your project. Maybe you can share your results, when you are done setting it up. I am looking forward to it.
