It does the same thing as the VIA TV out chipset, converts computer signal to TV signal. If you have a high end one it will be better than the onboard stuff (it will also cost a lot).
My TV has a VGA in, too.
OK cool just use the VGA, that will give you the best picture and at no extra cost! Yay!
