I am looking for information about "How can I drive USALS STAB HH motor?". Is anybody has such configuration? It looks that some support was added in February/April 2004

What is the current state of the plug-in? I am in particulary looking if possible to enter in setup my location and let the motor to position dish to the satellite.
Is it possible? If yes, where should I look further? If not, how can I help to implement it?

try the rotor plugin: http://home.vrweb.de/~bergwinkl.thomas/
In the plugin this function is called GotoX. You just have to enter your site lattitude and longitude in the setup menu of the plugin and say 'yes' to "Use GotoX on channel switch". Then when you switch to a channel of another satellite the according diseqc command will be sent. If you want to let your dish move to a satellite manually via GotoX, you can select the satellite in the main menu of the plugin and then press OK.

this plug-in looks quite interesting especially function GotoX. I will give it a test tonight. Hope that I found what I was looking for.
I already was prepared that it is impossible as in some post I found a sentence that "DVB-S" card can not provide enough current to drive motor.

That depends on your equipment. My full featured card and my skystar2 can't provide enough power to drive my stab rotor to vertical polarized (13V) channels, while horizontal channels are ok. My budget card works reliable though.
