Well, there is no explicit scan functionality. When VDR receives a channel (for example when it does an EPG scan for all already known transponders (generated from channels.conf)) and sees a network information table (NIT), it will analyze it and add new channels to channels.conf, when it is allowed to do so.

See VDR's setup / dvb menu, update channels = add new transponders.
