On a ff_card, the Transport Stream that comes from the CAM (with some 
packets decrypted as you say) or from the frontend (if the CAM/CI aren't
plugged), is sent to the AV711x which decode & output the video & audio;
simultaneously the decoded video is sent to the SAA7146, for display on
a VGA or V4L applications. Optionally, some TS packets are sent to the 
SAA7146 (passing its by the DPRAM and DEBI interface), for recording /
streaming / timeshift / etc applications.
